Call to Order:

Guest Speakers comments (if any): Bruce and Penny in attendance and interested in updates on Small Water Systems Plan.

President’s Report (April)

  • N/A

Manager/Operator Report (Dave)

  • Small Water Systems Plan in review process.
  • Skylar and Dave are working at Dockton Springs to anticipate higher water demand in the near future.
  • 268th Street site needs “No Trespassing” and “No Dumping” signs.  

Committee Reports:

Finance Committee (Todd):

  • Reviewed quarterly report.
  • April asked what sustainable loan amount is for DWA (answer: around $350K)
  • FY 24 Budget (July 1, 2023 – June 30, 2024) voted and approved (Todd will make details available on the website, including detailed line items).
  • Rate changes for FY 24 (July 1, 2023 – June 30, 2024) – voted and approved.
  • Susan asked if we should consider bimonthly bills and Todd suggested waiting until next year, at least.

Water Production Committee (Paul):

  • Still has not heard back from county or parks; in holding pattern waiting for response from aforementioned organizations.

CIP and Planning Committee (Darton)

  • No updates.
  • Need to discuss future silo replacement.

Old Business / Carryover Items

  • Annual Report and Annual Meeting update – Need agenda by April 4th
  • Call for Candidates

New Business / Discussion Items

  • Susan described Dockton Good Neighbor Fund
    • Financial Hardship Application: members experiencing difficulty with paying bills may apply.
    • Eligibility requirements: Proof that DWA member has income at or below poverty level, or member can show they currently receive government assistance; DWA member’s account must be paid up to date.
    • Goal is to provide relief in the amount of $3K annually/$750 per quarter.
