As a Class A water system in Washington we have an obligation to publish and maintain a “Small Water System Plan”. This plan ensures that we are addressing mission-critical issues including Emergency Protocols, Capital Expense forecasting, Water Quality and Assurance, Drought Contingency, etc… The Plan is required for loans or grants from the State or Federal governments and, most importantly, keeps us in compliance with the Washington State Department of Health.

The Board has approved a consulting agreement with Dahle Engineering, pending shareholder approval of the expense, to work with us to build and maintain this essential operating and planning guide.

Dahle Engineering’s work for DWA is estimated to cost about $22,000, an expense we did not budget for.

As it turns out, we are receiving a Payroll Protection Program grant from the Small Business Administration. We have earned this grant by maintaining our employed staff throughout the Covid emergency. This grant reduces our budgeted payroll expenses by $21,594. So, the two non-budgeted items balance each other.

The Board recommends APPROVAL of this extraordinary expense.
