President’s Report (Darton)

  • N/A

Manager/Operator Report (Dave)

  • Hired Skylar, been here for 2 years
  • Read meters, do morning routine, and takeover as backup, has worked out very well
  • Did some work to the DWA Building, outside facia
  • Sandy Shores was a backup well, only came on when the SILO dropped to a ceratin level
  • Now silos stay full at all times
  • New office is helping Dave get clean and organized
  • Vashon Custom Homes put in new roof, soffets and gutters
  • SWSMP
  • Lower Sandy Shores PRV – old, on private property, water main that feeds is on steep hillside, asbestos cement main
  • Plan is to relocate it on King County ROW, will make it much easier to maintain
  • Engineering should be done enough to go after a loan in September
  • We have a permit from the Dept of Ecology to drill 10 new wells
  • DOH does not like the shallow wells, due to surface water intrusion
  • These would be replacements, not new wellpoints
  • The goal is 144 GPM and they will still be gravity fed
  • Everyone got their CCR, no questions from those in attendance
  • PFAS – We will be testing for it next month
  • $10.3 Billion settlement from 3M.  Can we get a piece of that?
  • Hake Road project – In our 6 year CIP plan – 2027-2028 for engineering, 2029(?) for construction
  • Dave has talked to the new owner, he got a permit for a new septic system, we had to cut and cap the main in Manazanita
  • we’ve talke to the 2 property owners in that area, then one guy backed out and sold the house
  • Property owner on the Manzanita side changed his mind too
  • We’ve been trying the diplomatic solution, with no success
  • Darton – We need grants and loans
  • Any danger that the new drilling will have an effect on the existing wellpoints?
  • Yes, we want to drill uphill and downflow and we know the depth.

Committee Reports:

Finance Committee (Todd):

  • Focus on the SWSMP
  • The good news is that ther’s no news
  • Review of the past year – we use fund accounting, 4 funds
  • Operations, System Replacement, Capital Improvements, Contingencies
  • Todd showed and explained the DWA Funds Flow for 2022/2023
  • Why not increase the capital charge?
  • Todd went through the proposed budget
  • Variance analysis from budget to forecast
  • Use Sandy Shores less to save on electricity
  • Tree removal
  • They need to recognize our fire suppression capabilities, would be nice to offset the tax with fire suppression credits.

Water Production Committee (Paul):

  • Paul’s portion was covered with Dave’s operational report

CIP and Planning Committee (Darton)

  • No updates.

Old Business / Carryover Items

  • Susan outlined the Good Neighbor Fund to assist any member needing assistance with their water usage needs  It will require an application to be approved to get the assistance

New Business / Discussion Items

  • Elections and ballot questions/items:  Clint tallied the votes and both of the ballot items passed and the 3 incumbent board members were re-elected. 

Other Business

  • Todd Presented the 6 year financial plan
  • Base rate goes from $34 to $37
  • Usage rate goes to 0.025 to 0.03
  • Capital Charge goes from $12 to $17
  • Marcia would like to revisit including a minimum amount of water in the base rate.
