Call to Order:

President’s Report (April)

  • It’s summertime and water is still pumping

Manager/Operator Report (Dave)

  • Small System Water Plan – Have not received the letter, but it has been approved by the Department of Health
  • Dave got a call from someone from Quickbooks, we gave them our credit card #, they attempted to run it and the bank stopped them, they are cancelling the card and sending new ones out on Monday
  • King County Parks: called and were asking questions about the 5 wells at the springs. They’re trying to put together a narrative about what we’re doing when they are granting us an easement/lease.
  • Sounds like a decision could happen soon.
  • Sandy Shores well – Silos got down to 22 feet, Sandy Shores is backwashing (cleaning the filters) more frequently than expected
  • Also, communication between that well and the springs was erroring. Dave will reach out to S&B to get some antenna recommendations
  • Riley will walk Dave through the process of adjusting and correcting. Dave will also look into alarms to alert if this happens again.
  • PRV – Next summer would be great to get started, funding is still an issue. We’ll need to borrow or apply for grants to get funding. Pre-engineering has been approved.
  • Water leak at Sandy Shores – Resident affected is looking to have her driveway fixed and we continue to offer to remediate any damage.
  • Dave will contact insurance contacts to see if we have coverage and if we can file a claim.
  • Mt Baker Silos – Paul will reach out and see it they’re available for the study/evaluation.
  • Good response on the pilot program for Good Neighbor fund – 5 households applied, 20+ households are donating
  • Rate increases appear to be going over well with the members

Committee Reports:

Finance Committee (Todd):

  • The budget is in quickbooks
  • The move to quarterly reporting has been issue free
  • Biz OPs was lower then 1/12 of budget, sys ops was lower than 1/12 of budget
  • August compared to prior year has seen a significant increase YOY
  • We are working with a CPA to close the books. 990 could be completed by next meeting.
  • Todd is committed to let us know what online billing looks like with our current billing provider.

Water Production Committee (Paul):

  • Dave covered most issues
  • Watershed assessment, wetlands review, then engineering starts, drilling is not included

CIP and Planning Committee (Darton)

  • No updates.

Old Business / Carryover Items

  • Good Neighbor Assistance Fund – Flyer to go out with next bill
  • Update to the bylaws for new rates
  • 3M PFAS Settlement – Are we eligble? Paul will ask Duncan to see if it is in our best interest
  • HAKE/Manzanita connection – The residents have drainage issues and don’t want to provide an easement.
  • 268th property and ballot questions/items:  Clint tallied the votes and both of the ballot items passed and the 3 incumbent board members were re-elected.

New Business / Discussion Items

  • Covered previously
  • Should we revisit how we look at fire prevention and fireflow?
  • System vulnerability – we have 3 fields next to the springs that are filled with dry grass.
  • Need to communicate with members that mowing fields is important to prevent fires

Other Business

  • Combined Nov/Dec meeting? Dec 2nd will cover both meetings.
  • April will reach out on the 268th property
  • Committee formations – Water productions, CIP, Finance, Executive, Community Outreach
  • Could we combine the CIP with Finance? CO-Chairmans?

      Hi Paulette,

      This is a tiny piece of property on the East end of 268th that Dockton water purchased for one dollar so we could have water storage. The water storage was removed in the 90s as Dockton was investing heavily in its infrastructure from then into the 2000s not needing the reservoir anymore.
      The property has been vacant we no longer have any use for it the property owners that sold it to Dockton want it back its nothing but a liability for Dockton so we are in the early stages of making that happen.
